Overview
The TD-16 is a step-down transformer, taking 220 V AC mains and delivering a 42 V AC secondary at up to 12 A, roughly 504 VA.
On its own it only steps the voltage down - it has no rectifier or filter capacitor, so it can't power a DC stepper drive by itself. Paired with the TLP-04 rectifier and filter card, which is rated for transformer secondaries feeding drives in the 24-48 V class, this becomes a complete linear power supply: the transformer sets the voltage and current capacity, the TLP-04 rectifies it and supplies the bulk capacitance a stepper system draws on during acceleration.
At 504 VA this suits a machine running several mid-sized drives together, or fewer larger ones, near the top of the current range the TLP-04's capacitors can usefully back up - check the combined peak draw of every axis, not just the running total, before assuming the supply covers the machine.
For the same current at slightly higher voltage, the TD-32 runs 45 V at the same 12 A; for less power at a lower voltage, the TD-19 runs 30 V at 10 A.

How's this actually different from the TD-32?
Just voltage — same 12A current, slightly lower voltage (42V versus the TD-32's 45V).
Can this power a stepper drive on its own?
No — it only steps the voltage down. There's no rectifier or filter capacitor, so it needs pairing with the TLP-04 to actually power a drive.
What if I need less power, or a bit more voltage at the same current?
For less power at a lower voltage, the TD-19 runs 30V at 10A; for the same current at slightly higher voltage, the TD-32 runs 45V at 12A.
