Overview
The TD-31 is a step-down transformer, taking 220 V AC mains and delivering a 60 V AC secondary at up to 5.2 A, roughly 312 VA - the highest secondary voltage in this range.
On its own it only steps the voltage down - it has no rectifier or filter capacitor, so it can't power a DC stepper drive by itself. At 60 V this pairs with the TLP-05 rectifier and filter card rather than the TLP-04 used elsewhere in this range: the TLP-05's capacitors are rated 100 V, for transformer secondaries feeding drives in the 60-80 V class, where the TLP-04's 63 V capacitors would have little headroom left at this voltage. The transformer sets the voltage and current capacity; the TLP-05 rectifies it and supplies the bulk capacitance a stepper system draws on during acceleration.
Higher voltage keeps a stepper drive's torque up further into the speed range, at the cost of the lower current this transformer provides.
For the same voltage class at more current, the TD-32 in this range runs 45 V at 12 A - just under the boundary where the TLP-04 remains the right card.

Can I pair this with the TLP-04 like your other transformers?
No — at 60V this pairs with the TLP-05 instead. The TLP-04's 63V-rated capacitors would have little headroom left at this voltage; the TLP-05's are rated 100V, built for transformer secondaries feeding drives in the 60-80V class.
Why go with 60V rather than a lower-voltage option?
